Mission statement

The Digital Healthcare Council is the go-to voice for digital healthcare, working
to influence developments in policy and regulation.

We believe that digital solutions have the potential to transform the quality, experience and access of patient care. That’s why we’re calling for digital provision to be seen alongside face-to-face services as part of the package of modern healthcare.

Our aim is to create a vibrant digital healthcare ecosystem that works for patients

Purpose

We promote a greater understanding of digital healthcare to build an optimal operating environment that is fit for today’s healthcare challenges and into the future. To do that, we focus on three broad areas:

  1. Influence – informing the rules that shape the digital health environment
  2. Vision and insight – explaining how digital healthcare can benefit patients, the public and the economy
  3. Connection – bringing organisations together to support a digitally-enabled healthcare ecosystem

Our team

Catherine Davies

Director

Catherine has held senior regulatory positions in the health sector in England for almost a decade. She started her career as a corporate lawyer, then moved to the UK Competition Commission, then into health where she held executive roles in regulators and consultancies and was seconded into the NHS. Her career focuses extensively on understanding markets and making them work well for consumers.

Most recently, Catherine has been working with a wide range of innovative companies at various stages, advising them on how to partner with the NHS at scale as well as advocating for an environment that is conducive to scaling innovation in a publicly funded healthcare system. 

Achievements and expertise include:

· Being involved in every NHS provider merger between 2009 and 2017
· Running a number of complex regulatory investigations into the commissioning and supply of NHS-funded services
· Helping more than 100 innovative companies connect with the NHS
· Hosting the Women in Healthtech Show podcast
· Board member of Reform, the leading Westminster think tank


Kate Vaughan-Payne

Head of Operations and Marketing

Kate is a marketing professional with 25 years of experience who joined the DHC in January 2024.


Emma Lockhart

Executive Assistant

Emma is Executive Assistant to Managing Partner, Catherine Davies, whom she has been supporting since 2022.  Before joining Catherine, Emma had a long career as a PA and EA in both Whitehall and Canary Wharf, supporting Government Ministers, Senior Civil Servants and C-Suite Executives, as well as a three-year stint as Private PA to an ex-England footballer and his family.  She lives in West Sussex with her two young daughters.
